Pension for non-working pensioners. Pension for non-working pensioners How much will it be increased?

Russian citizens have been expecting a significant increase in pensions for several years now. The latest news about the indexation of pensions for working pensioners in 2018 entails numerous questions, because pensioners are sincerely worried about their income.

Working pensioners are people who have reached retirement age and continue to work. Currently, this age is 55 years for women, 60 for men.

These Russian citizens receive a salary for their work activity and pension payments, which are required at the legislative level. Insurance premiums must be paid from your salary every month.

Under this scheme, the amount of pension savings becomes larger, so regular indexation of pensions should occur. Despite this, the authorities limited the growth of pension payments for working pensioners.

Pensions for working pensioners

Economic stability leads to the fact that the Russian government has to regularly change the pension payment system. For this reason, the increase was stopped in 2016.

The supplement becomes possible only for those citizens who have retired and do not receive a salary. This was explained by serious economic problems and the fact that working pensioners can live on the salary they receive.

In addition, some politicians proposed providing Russians with the opportunity to receive a salary or pension. However, this measure affected only those people who earn more than 1.2 million rubles per year.

However, even these working pensioners in 2018 can count on the resumption of pension payments if the salary decreases significantly or the person quits his job.

Many Russians cannot boast of large salaries, so they are interested in the possibility of receiving pension payments. So, in 2018, Russia will continue to pay pensions to working pensioners. Another question is whether the size of pension payments will increase.

Opportunities for restarting indexing

Russian deputies regularly discuss the issue of resuming indexation of pensions for working pensioners in 2018, but have not been able to come to a consensus. The authorities planned to recalculate pension payments to working pensioners taking into account inflation, but even this bill was rejected by the State Duma.

The main problem is Russia's unstable and very shaky economy. Additional funds cannot be allocated to non-working pensioners. If we try to increase pension payments to working older people, the economic situation will become even more critical.

However, politicians are looking for different options for resuming indexation. It was assumed that indexation would be resumed for those pensioners who earn very little.

Sometimes pensioners work part-time and receive minimal amounts. These older people are simply trying to improve their own financial situation, so they work taking into account their health and physical capabilities.

It is assumed that indexation of pensions for low-income Russians would provide good support to citizens with minimal damage to the Russian budget, but this also turned out to be impossible to implement. The only good thing is that such a proposal can be considered again.

Amounts of pension payments to pensioners in 2018

Elderly people are worried about what the size of the pension for working pensioners will be in 2018. Many pensioners are carefully studying the latest news about indexation and hoping for even minimal changes.

In fact, indexation of pension payments will not be carried out until the summer of 2018. Over the next few years, older people can't expect to see much of an increase in their income if they work.

Serious changes to the pension system occurred in 2016. Planned indexations of insurance and fixed pensions, which are carried out annually on February 1, no longer apply to older working Russians. In order for the recalculation to occur, you will need to quit your job. In this case, it is assumed that you will contact government agencies after leaving your job.

For example, a pensioner stopped working in March. In April, the Pension Fund will receive reports according to which the pensioner remains a working citizen. However, in May the Pension Fund will receive reports for April, which will already record the dismissal.

Pensions in 2018

In June it will be decided to resume indexation. At the same time, in July, the pensioner will be able to receive the monetary difference between the previous and new amounts of payments for 3 months at once.

Thus, older Russians had to prepare for the fact that monetary compensation would be received only 3 months after dismissal and a certain period of time could be financially stressful. This is exactly what happened before, but now there have been pleasant relaxations and you don’t have to worry about 3 months.

It should be noted that in August 2018, the pension will still be recalculated. Such recalculation is mandatory and involves an individual increase, since the amount of insurance contributions from the employer for the whole year is taken into account.

Specifics of pension recalculation in 2018

Indexation in 2018 will affect only non-working pensioners. However, people who continue to work can count on an increase in pension payments. The most important thing is to have an official place of work. The pension increase is carried out according to a special scheme.

  1. The processing period must be at least a year. If a person has worked less, no additional payment will be made.
  2. The increase is based on charges made by the employer to the employee’s individual account. The amount of the increase depends on the amount of money that has accumulated in the pensioner’s account over the year.
  3. The amount of the increase may vary, as it is determined on an individual basis. However, the increase cannot be more than 3 points. As a result, even with significant deductions, you will only be able to receive 244.47 rubles in 2018.

It is important to note that the increased pension will be paid only from August 2018. To receive larger payments you do not need to write an application.

What you need to know about indexation after the dismissal of a pensioner in 2018

In 2017, a bill was adopted that changed the period for recalculating pension payments after the dismissal of elderly Russians. Previously, an increased pension could only be received after 3 months, since the following tasks were supposed to be gradually solved:

  • submission of reporting documentation to the Pension Fund for the required month;
  • loading the received information into a special software package;
  • making a decision on recalculation and carrying out the necessary calculations.

Now the approach has changed to take into account the interests of older people. Now pensioners who decide to quit can receive payments with missing indexes from the next month after dismissal. At the same time, an elderly citizen should not apply to the Pension Fund, because the reporting of employers determines the fact of dismissal.

For citizens who have stopped working, the period for calculating pension payments will be reduced, taking into account missed indexations during their working activity. This becomes possible thanks to the bill, which came into force on January 1, 2018.

It is important to note that additional accrual of missed increases will still be carried out according to the previous scheme and will take several months. Thus, the additional payment will be available only after specialists from government agencies have carried out all the necessary calculations.

Retirement after January 1, 2018 takes place according to a more affordable scheme, thanks to which older Russians can feel financial security.

What is the difference between pensions for working and non-working pensioners?

Pensions are paid to working and non-working pensioners in 2018, but according to different schemes.

For 2018, the indexation rate was 3.7 percent. At the same time, the supplement became available in January, and not in February. Thus, the supplement became available to non-working pensioners in a timely manner.

Currently, for non-working pensioners, the average payment is 14,329 thousand rubles. Thus, the bonus turned out to be minimal, but it made it possible to stabilize the financial burden on people of retirement age. It is important to note that the situation may improve in the future if the person earned at a decent level. At the same time, during the economic crisis, the annual inflation rate is primarily taken into account, and the growth of pension payments still slowed down.

Working older people are sometimes forced to work in order to survive. For this reason, for working pensioners, for whom standard indexation is not carried out, even the slightest increase in pension becomes a benefit.

In this case, the maximum allowance cannot exceed 245 rubles per year. Thus, working pensioners will receive less pension payments than non-working Russians.

It is important to note that in 2017, all elderly Russians received an additional payment in the amount of 5 thousand rubles. Such payments were made as necessary support for Russian citizens in an economically unstable situation.

Currently, the inflation rate has normalized, so no lump sum payments will be made in 2018. Pensioners can only rely on pension payments and their own income.

In 2018, a number of uncharacteristic changes will occur regarding the pension provision of citizens:

  • Despite the projected inflation in 2017 at 3.2% and the legally established date for indexation of insurance pensions on February 1, it is proposed to increase them January 1 by 3.7%;
  • The pay of military personnel, which has not increased for 5 years, is planned to be indexed as early as January 1, while leave the reduction factor unchanged to military pension - 72.23%.

The procedure for indexing social pensions and payments made by the Pension Fund of the Russian Federation will remain the same: the former will be increased by the corresponding forecast level of price growth, presumably by 4.1%, and the latter - from February 1 to last year’s actual inflation (3.2%).

In addition, there will be a number of changes regarding the conditions for assigning an insurance pension, increasing the cost of living of a pensioner to establish a social supplement, as well as changing the amount of the insurance contribution for the self-employed population.

It should be noted that The retirement age is not expected to increase in 2018, despite repeated mention of the need for this measure.

Will there be a pension increase in 2018 and by how much?

On September 18, at a government meeting, Minister of Labor and Social Protection Maxim Topilin announced the state’s intention to submit to the State Duma a bill to change the procedure for indexing pension payments for 2018.

According to the provisions of Law No. 400-FZ of December 28, 2013, citizens must be indexed to the inflation rate of the previous year annually February 1st.

  • At the beginning of the year, the Central Bank predicted inflation at 4% until 2020, but already in the 3rd quarter of 2017 at the end of the year its value was adjusted to 3.5-3.8%.
  • In September, the Ministry of Economic Development lowered inflation forecast in Russia for 2017 to 3.2%, and in fact it decreased to 2.5%.

Due to the threat of a reduction in the size of pensions in real terms when indexing them in accordance with the usual procedure, as well as when planning the country’s budget taking into account inflation of 3.7%, the government decided to increase the insurance pension.

“Due to the fact that our forecast has changed - inflation will be 2.5% this year, the Government has decided to index pensions by 3.7% from January 1 next year.”

Minister of Labor and Social Protection of the Russian Federation Maxim Topilin

Thanks to this decision, a more significant increase in real income is possible already in 2018. The corresponding law was adopted by the State Duma along with the law on the budget of the Pension Fund of the Russian Federation and was signed by the President of the Russian Federation on December 28.

The cost of a pension point (IPC) and the size of a fixed payment

After the pension reform, which began in 2015, the increase in the insurance (labor) pension is due to indexation (SIPC).

  • From February 1, 2017, the cost of one point is 78.58 rubles.
  • After indexation on January 1, 2018 by 3.7%, it will be 81.49 rubles.

In the original version of the bill on the budget of the Pension Fund for 2018, Article 8 included the cost of one pension point from April 1 at 81.96 rubles, as a result of which () it was possible to carry out pre-indexation (81.96 / 81.49 = 1.0058, i.e. by 0.58%). However, when the State Duma considered the project, this measure was abolished.

The size of the social pension in 2018

In accordance with Part 2 of Article 43 of the above-mentioned law, the specified reduction coefficient must increase annually (usually February 1) by at least 2% until it reaches 100%, while taking into account the level of inflation it can increase by more than 2 percent. However, the effect of the second part of this article temporarily suspended and in 2018.

The order of the Government of the Russian Federation proposes to introduce amendments to the legislation, once again suspending the effect of Article 43, while leaving the reduction factor at the same level - 73.23%. Therefore, from February 1, 2018, an increase in pensions for military personnel due to a reduction factor will not take place.

As for the salaries of military personnel, their increase has been postponed for 5 years. However, the head of the Ministry of Finance, Anton Siluanov, said that the budget includes indexation of military pay, in accordance with the text of the document “with a projected inflation rate of 4 percent from January 1, 2018”.

Other pension changes in 2018

In addition to increasing the amount of pensions for citizens, a number of traditional changes are also expected in 2018:

  1. From January 1, they increase for appointment - this is availability 13.8 pension points(IPK) and 9 years of official work experience.

    Let us recall that after the pension policy carried out in 2015, pensions transferred by employers (insurers) to the Pension Fund began to be transferred to the Pension Fund, while the requirement for work experience also increased. It was decided to introduce such requirements gradually, increasing the amount of pension points by 2.4 and the length of service requirements by 1 year annually.

    As a result, according to Article 8 of the law dated December 28, 2013 N 400-FZ, in order to assign an old-age pension it will be necessary to have 15 years of experience and 30 IPK, however, such requirements will only be established by 2025.

  2. The cost of living determined to establish (FSD) for pension, the self-employed population will be increased to 24,336 rubles- this is due to the increase in the minimum wage to 7,800 rubles on July 1, 2017.

    The size of the fixed insurance premium for this category of the population is calculated as 26% of the minimum wage, multiplied by 12. “Self-employed citizens” pay contributions for themselves in the current year for the previous year, so the minimum wage value of the previous year is taken into account.

Pensions for non-working pensioners will be indexed from January 1, 2018. The law of the Russian Federation is periodically supplemented by various regulatory legal acts, as a result of which, due to the large amount of information, pensioners are not always able to keep track of all the news. But we can talk about vital issues related to cash payments. Let's look in more detail and analyze changes in legislation that will affect contributions for non-working Russian pensioners in the new year.

Latest news about pension increases in 2018

The great news of the coming year for the population on well-deserved retirement will be another annual increase in pensions. Traditionally, such events are carried out in February for insurance pensions and in April for social charges.

The pension increase in 2018 will happen much earlier than planned. Topilin M., Minister of Social Protection, said that the increase for pensioners will be made at the beginning of the year. The reason for this will be the need to increase pensions, which will quickly improve the financial situation of Russian pensioners. It is important to understand here that indexation will in no way depend on the increase in the price level in the previous year, since the federal budget already has the necessary amount to implement the increase according to the expected jump in inflation.

How much will the pension for non-working Russian pensioners increase?

The increase in accruals will affect non-working Russian pensioners who are recipients of insurance pensions, which will increase by an average of 3.6-3.7%, according to the forecast of price increases at the end of 2017.

The main components will increase in value as follows:

  1. the personal pension coefficient will rise from 78 rubles to 81 rubles;
  2. the amount of insurance pension payments in the Russian Federation will increase from 13,700 rubles to 14,000 rubles for old age;
  3. the amount of the funded part will increase from 4,805 rubles to 4,982 rubles.

From the beginning of January 2018, pensions will rise exclusively for the non-working population of retirement age. Recipients of social payments will need to wait until April to receive them. The state will increase pensions for this category of citizens by 4.1%.

What kind of pension supplement should non-working Russian pensioners expect?

Non-working citizens of retirement age should remember that in accordance with the planned amount included in the federal budget, starting in January 2018 they will be able to receive an increase in their pension. As mentioned above, the law provided for such an early increase in payments due to the rapid increase in prices in Russia back in 2016. The peculiarity of 2018 is that the Pension Fund of the Russian Federation will not wait for February, when Rosstat will transmit information regarding inflation, but will begin calculating allowances faster. This will happen immediately after the New Year holidays.

According to the latest news, it became known that Russia is ending 2017 with a low level of price growth. That is why the Government of the Russian Federation decided not to wait for the calculation of pensions taking into account exact inflation figures, but to determine the increase according to the information received on price increases for the last periods of 2017. From the beginning of 2018, the pension of non-working Russian pensioners will increase by approximately 400 rubles. In addition, the budget of the Pension Fund of the Russian Federation includes about 95 billion rubles for social benefits for elderly people, whose pension accruals are much less than the subsistence level in their region of residence.

Pensions for non-working Russian pensioners in 2018: what the Russian Government says.

Prime Minister D. A. Medvedev said that the budget of the Pension Fund of the Russian Federation has a sufficient amount of funds to issue pension bonuses to absolutely all Russian pensioners, including those who are not working. He reported on behalf of the Government of the Russian Federation and the Pension Fund of the Russian Federation that the money was transferred to the budget by the state in full. This means there should be no problems with payments.

The head of government also stated that there is a need to increase pension accruals in the new year 2018, starting in January, and indexation will be higher than inflation. After all, increasing pensions is one of the main tasks of the government of the Russian Federation.

Maxim Topilin said that next year there will be an increase in pensions in three stages. The first increase will be in January 2018, the next ones in April and August. The increase in the amount paid to retirees will have some changes compared to previous increases.

The head of the Committee of Labor and Social Policy, Y. Nilov, said that the amendment to the bill on indexing pensions for working pensioners was rejected by the government.

Who will have their pensions increased from January 1, 2018: in January indexation will be for non-working pensioners

Pensioners who do not work will have their pensions increased in January 2018. The government will rearrange indexation a month in advance. Previously, accrual was only available from February. The level of pension depends on the rise in prices over the past year. Because of this, the Pension Fund waited for accurate data on inflation, and then they gave an increase to the pension. But this time the indexing will take place faster.

At the beginning of next year, pensioners will receive an indexation of 3.7%. M. Topilin said that the Pension Fund is going to make the accrual earlier. Initially, a 4% increase was planned. But according to Rosstat, the price increase was 3.7%. In 2017, the average payment to pensioners is 13,657 rubles. In 2018 it will be 14,045 rubles.

Who will have their pensions increased from January 1, 2018: social pensions will be indexed in April

More than four million people will receive a social pension in 2018. This category includes disabled people, veterans and other beneficiaries. Those who do not have sufficient work experience also receive such a pension. On average, such a payment is equal to 8,742 rubles, but from April it will be 4.1% more.

Children who have disabilities, as well as adults of the first disability group, receive 13,241 rubles this year. There are pensioners who receive 5-6 thousand rubles, their pensions will be increased to PMP.

Who will have their pensions increased from January 1, 2018: those pensioners who work will receive an additional payment before their pension in August

According to PF data for this year, there are 43 million pensioners in Russia. 14 million of them are still working. A few years ago, the reform that provided for an increase in pensions for working pensioners was canceled. They receive only additional payment in connection with increasing work experience.

The company where pensioners work pays the insurance premium. It goes into pension points. One point is equal to 78.58 rubles; in 2018 it will be 81.49 rubles. The number of points will depend on the salary. There are limitations to this too. The maximum increase next year will be no more than three points and 245 rubles.

Currently, in connection with the latest internal political changes in the country, citizens of the country are interested in the issue of pension payments. The situation with the indexation of pensions remains tense due to its freezing. Aspects related to the changes and amendments to legislation that have occurred will be disclosed in the article.

How can a working pensioner apply for a pension?

You can retire while continuing to work upon reaching retirement age or receiving a disability group. To apply for benefits, there is a general procedure according to which you must first contact the appropriate organization: Pension Fund or pension department of a military organization. The following documents must be submitted along with the application:

  • passport;
  • employment history;
  • SNILS;
  • a certificate from the place of residence, which confirms registration;
  • certificate of disability (if necessary);
  • children's birth certificate;
  • military ID for people obliged to serve.

The application for retirement is considered within 10 days from the moment when the complete set of necessary documents was submitted. After this period, the Pension Fund is obliged to announce a decision to grant or deny a pension. After a positive answer, the amount of pension payments is assigned and calculated in accordance with the earned IPC or military salary.

It is legally permitted to work after reaching retirement age or receiving benefits for another reason. Dismissal of a pensioner without the consent of the pensioner solely on the basis of age is prohibited. Dismissal can only occur with the consent of both parties or at their own request.

When delaying the registration of a pension for less than a year, they rely premium odds, by which the IPC and the fixed payment are multiplied. For example, with a deferment of 1 year, the coefficient will be 1.07 and 1.056 accordingly, and for 10 years – 2.32 and 2.11.

Latest news about indexation for working pensioners in 2018

It is planned for January 2018, but the question remains: will there be indexation of pensions for working pensioners or will it remain frozen?

Indexation of pension after dismissal of a pensioner

The bill adopted in 2016 suspended the indexation of benefits, but with the amendment that the indexation of pensions for working pensioners will be fully reinstated after dismissal.

Payment of pensions to working pensioners after termination of employment occurs in the following order:

  1. The pensioner submits a letter of resignation and receives a payment.
  2. There is no need to notify the FIU about this. The employer submits monthly reports on its employees. However, the reports take into account information about insured persons for the past month. That is, if a pensioner quit his job in February, he will still be listed as an employee in the March report.
  3. Within a month, the Pension Fund makes a decision on the return of indexation.
  4. In fact, a pensioner will be able to receive an increased pension only after 3 months, and until 2018 he was not compensated for this time in any way.

After dismissal, the pensioner has the right again
